EU scrambles to secure new energy suppliers to curb reliance on US

The bloc’s growing dependency on American LNG has sparked concerns amid fraying ties over Greenland

The EU is seeking new gas suppliers as growing reliance on US-sourced liquefied natural gas (LNG) and deteriorating relations with Washington have raised concerns over energy security.

The bloc has faced a surge in energy prices since reducing Russian oil and gas imports following the 2022 escalation of the Ukraine conflict. The shift away from comparatively inexpensive Russian pipeline gas has increased reliance on US energy, while legislation passed this week requires member states to halt all Russian deliveries by late 2027, leaving the EU exposed to supply risks.

Russia's NordStream pipeline still has one line functional and able to supply Germany with a boost to the crumbling economy at short notice. Do the Germans have the guts to trigger it? Not a snowball's chance in Hell.

Energy Commissioner Dan Jorgensen told reporters on Wednesday that “geopolitical turmoil” regarding Greenland has been a “wake-up call” for the region, which now relies on the US for more than half of its LNG supplies.

“There is a growing concern, which I share, that we risk replacing one dependency with another,” Jorgensen, Denmark’s representative in the European Commission, said. “We need to diversify it as much as possible,” he added, noting that he will travel to Canada, Qatar, and North African countries in the coming months to discuss supplies.

The autonomous Danish territory of Greenland has been at the center of a transatlantic rift since US President Donald Trump announced plans to annex it, citing its mineral wealth and strategic location, while initially refusing to rule out the use of force and threatening tariffs on opponents of the plan.

Trump has increasingly used energy as leverage in trade talks with the EU. Under a deal announced last July, the bloc agreed to buy $750 billion worth of US energy by 2028 to avert higher tariffs, a pledge critics call coercive.

Before the escalation of the Ukraine conflict in 2022, the EU imported 45% of its gas from Russia – the bloc’s largest foreign supplier since the end of the Cold War. Western sanctions and sabotage of key infrastructure have slashed Russian gas deliveries; however, purchases of Russian LNG by the bloc remain significant.

Reacting to the EU’s recent decision to ban all Russian gas imports, Foreign Ministry spokeswoman Maria Zakharova said this could turn member states into Washington’s “miserable slaves.”

The US is moving to push Russian energy out of the EU market and position itself to fill the gap, the Financial Times reported Friday.

Washington has also deliberately blocked a bid by Sweden-based Gunvor Group to acquire the foreign assets of Russian oil major Lukoil, according to the outlet.

Gunvor withdrew its $22 billion proposal after US officials accused the company of acting as “the Kremlin’s puppet.” Earlier in November, the US Treasury warned in a post on X that the company would “never get a license to operate and profit” if it pursued the deal.

The potential acquisition surfaced after US President Donald Trump imposed new sanctions on Lukoil and another Russian oil giant, Rosneft, prompting the former to seek buyers for its overseas holdings.

The bid was announced as “US officials toured Europe as part of efforts to sell American energy and eliminate ‘every last molecule’ of Russian gas from the continent,” the FT wrote. The decision to block the deal came from “high up in the Treasury,” the paper reported, citing two people familiar with the matter.

Afterward, Washington issued a general license enabling other bidders to pursue Lukoil’s international assets, the FT said. Private US equity firm Carlyle expressed interest this week, according to the report.

Lukoil confirmed on Friday that it is in “ongoing negotiations on the sale of its international assets with several potential buyers,” without naming them.

US officials have openly stated their intention to replace Russia in the EU energy market. US Energy Secretary Chris Wright said in September that the US was prepared “to displace all of the Russian gas that goes into Europe and all of the Russian refined products from oil as well.”

The Kremlin has condemned the sanctions as an “unfriendly step” but maintained it is still seeking “good relations with all countries, including the US.”

The restrictions on Lukoil are already affecting Europe. Earlier in November, Bulgaria curbed fuel exports to its fellow EU states amid supply concerns. Lukoil owns the country’s largest refinery, more than 200 gas stations and a major fuel transport network.

US pressuring Serbia to expel Russian companies from energy sector – minister

Washington imposed sanctions on the Balkan country’s oil refinery majority-owned by Gazprom

The US has refused to let Serbia’s only oil refinery resume operations unless the Russian co-owners give up their stakes, Serbian Energy Minister Dubravka Dedovic Handanovic said on Saturday.

The Petroleum Industry of Serbia (NIS), which runs the refinery, was hit with US sanctions last month. Banks have since stopped processing transactions, and Croatia’s JANAF pipeline, Serbia’s key crude oil supply route, has halted deliveries. Earlier, Reuters reported that the refinery can operate only until November 25 without new supplies.

Russian energy giants Gazprom and Gazprom Neft together own 56% of NIS, while the Serbian government owns around 30%.

NIS petitioned the US government for a temporary waiver that would allow the company to continue operating while it negotiates a change in ownership, Dedovic Handanovic said. The US granted only a three-month period to find new buyers, not permission for the refinery to keep running, she added.

Serbia was “not given even a single day for NIS to continue operating,” the minister said. “The American administration has, for the first time, stated clearly and unequivocally that it wants a complete change in the ownership held by Russian shareholders,” Dedovic Handanovic stated.

She said Belgrade would have to make “some of the most difficult decisions in history” at a government meeting Sunday that will include President Aleksandar Vucic and heads of major state companies. The options include nationalizing NIS and negotiating possible compensation for the Russian shareholders, she said.

The US and the EU have urged Serbia to cut its historically close ties with Russia, which Belgrade has so far resisted. The US also aims to push Russia from the European market, with Energy Secretary Chris Wright saying in September that Washington was prepared to “displace” the importation of Russian oil and gas.

An “external attack” may have been the cause of an explosion at Hungary’s largest oil refinery last week, Prime Minister Viktor Orban said on Thursday.

Writing on Facebook, Orban cited a report he received from investigators on the explosion and fire at the facility located in Szazhalombatta, saying the probe was still underway.

”We do not yet know whether it was an accident, malfunction or external attack,” Orban said, noting that “the Sazhalombatta refinery is one of the five most important strategic industrial plants in Hungary.”

“The Polish foreign minister advised Ukrainians to blow up the Druzhba oil pipeline. Let’s hope this isn't the case,” he added.

The Szazhalombatta facility, also known as the Danube refinery, was built to process crude received via the Druzhba pipeline from Russia. Polish Foreign Minister Radoslaw Sikorski expressed hope that the link would be destroyed in an online spat last week with his Hungarian counterpart, Peter Szijjarto.

Orban said in his update that his government is negotiating with the refinery’s owner, MOL Group, to reign in rising petrol prices, which jumped following the incident.

The Hungarian leader is a longtime critic of the European Union’s response to the Ukraine conflict, particularly sanctions on Russia that he argues have caused significant damage to members of the bloc. Budapest insists that Russian energy is crucial for Hungary’s economic wellbeing and has accused Brussels of ignoring its concerns, including about Kiev’s attacks on the Druzhba pipeline.

The Sazhalombatta blast coincided with a similar incident at a Druzhba-connected oil facility in Ploiesti in southern Romania.

It seems Trump wants to stop all Russian gas supplies to Europe in favour of much more expensive American LNG, even in landlocked Balkan states where there is no easy way to import LNG.

Serbia urges US to back off over Russian-owned refinery – media

Washington earlier triggered restrictions on NIS, the Balkan country’s sole oil refinery, sparking fears of a national energy crisis

Serbian President Aleksandar Vucic has appealed to the US for more time to address issues surrounding the nation’s only oil refinery, which is majority-owned by Russian energy giant Gazprom, Bloomberg reported on Wednesday.

Earlier this month, the White House activated restrictions targeting NIS (Petroleum Industry of Serbia). The move prompted neighboring Croatia to suspend crude oil deliveries and raised the risk of a shutdown of the refinery. The sanctions also hit NIS-operated gas stations, which can no longer accept American Express, Mastercard, or Visa cards.

“I hope the US won’t start secondary sanctions” at least until mid-December, Vucic told Bloomberg, adding that Belgrade hopes to resolve the issue related to Gazprom’s majority stake in NIS. He reportedly urged US officials to refrain from targeting Serbian financial institutions facilitating payments at the refinery’s stations.

NIS is a leading Balkan energy company with a refinery in Pancevo, near Belgrade, and a regional network of over 400 petrol stations. Gazprom Neft is the largest shareholder with 44.85%, while Gazprom holds 11.3% and the Serbian state owns 29.87%.

Washington expects Belgrade to either secure a sale of Gazprom’s stake in NIS or assume control via nationalization, US officials said, as cited by Bloomberg. Earlier this week, Vucic reportedly dismissed plans for unilateral action against the Russian energy major, which has held a significant stake since 2008, emphasizing he is “neither a communist nor a fascist.”

Serbia has resisted Western pressure to fully align its foreign policy with the EU, even as it seeks membership in the bloc. Brussels and Washington have urged Belgrade to sever energy ties with Moscow, a key historical partner. Vucic’s government has also accused Western nations of fueling mass protests in Serbia.

Several EU states, including Hungary and Slovakia, have voiced similar concerns over pressure to reject Russian crude. Tensions escalated earlier this year after the Ukrainian military struck sections of the Druzhba pipeline supplying Eastern Europe with Russian oil. In January, Hungary and Serbia announced plans to speed up connecting Serbian consumers to the Druzhba system.

Warsaw demands halt to Nord Stream sabotage probe – FT

Germany’s criminal investigation into the destruction of the pipelines does not serve Poland’s interests, according to its national security chief

Germany is acting against NATO’s interests by continuing a criminal investigation into the Nord Stream pipeline sabotage, Poland’s national security chief, Slawomir Cenckiewicz, has claimed, urging Berlin to shut down the probe.

The Nord Stream pipelines, which carried Russian gas to Germany under the Baltic Sea, were severely damaged by underwater explosions in September 2022. Russia, which led the pipeline project, called the incident an act of state terrorism, while Western states including Poland applauded the bombings.

German prosecutors have attributed the sabotage to a group of seven Ukrainian nationals who allegedly used a small rented yacht to carry out the attack. Moscow has dismissed that version as “ridiculous,” maintaining that the scale and complexity of the operation point to state involvement.

Several suspects have so far been detained across the EU, including one in Poland and another in Italy, for allegedly blowing up the pipelines. However, Warsaw has refused to extradite the suspect held in Poland to Berlin.

Cenckiewicz told Financial Times it was in Poland’s interest to protect anyone connected to the operation, calling the German probe “a clear contradiction in interests between Poland and Germany.” He said the investigation “doesn’t make sense, not only in terms of the interests of Poland but also the whole [NATO] alliance.”

Only if NATO is responsible for this terrorist act which was an attack on Europe's natural gas supply, leaving it with having to purchase LNG from the USA at a much higher price. Europe is entering a recession partly because of that.

Cenckiewicz argued that pursuing the cases “serves Russian injustice” and demanded an end to the probe, adding that Poland will not extradite the detained Ukrainian suspects.

Polish Prime Minister Donald Tusk has also opposed extradition, saying “the problem with Nord Stream 2 is not that it was blown up, the problem is that it was built.”

Meanwhile, Russian officials have insisted that a state actor was likely behind the sabotage and have accused Germany of concealing evidence and excluding Moscow from the inquiry.

In 2023, veteran American journalist Seymour Hersh published a report alleging that the US, under then President Joe Biden’s orders, orchestrated the sabotage using Navy divers with Norwegian support during the NATO exercise BALTOPS 22. Washington and Oslo have denied the claim.
