Philippines' Duterte says he is retiring from politics,

but not everyone is convinced

MANILA, Oct 2 (Reuters) - Philippines President Rodrigo Duterte said on Saturday he was retiring from politics, a surprise move that fuelled speculation he was clearing the way for a presidential run by his daughter.

Sara Duterte-Carpio is currently mayor of Davao, the Philippines' third-largest city, and filed on Saturday to contest the role again. She has previously said she would not run for national office next year.

"Today, I announce my retirement from politics," Duterte said as he accompanied his ally Senator Christopher "Bong" Go of the ruling PDP-Laban party to register Go's candidacy for vice president in next year's election.

But political analysts were sceptical, noting that last-minute changes were still possible, as in 2015 when Duterte entered the presidential election race at the eleventh hour and won by a huge margin.

Duterte, 76, had been expected to run for the No. 2 job, a plan most Filipinos oppose as violating the spirit of the constitution, which sets a one-term limit for the president to stop power being abused.

"In obedience to the will of the people, who after all placed me in the presidency many years ago, I now say to my countrymen, I will follow your wish," Duterte said as he urged the public to back his longtime aide.

Analysts say it is crucial for Duterte to have a loyal successor to insulate him from potential legal action - at home or by the International Criminal Court - over the thousands of state killings in his war on drugs since 2016.

"I would take his announcement with a lot of salt," Carlos Conde, Philippines researcher for New York-based Human Rights Watch, told Reuters. "But assuming that he's really going to retire, that doesn't mean he won't get the protection from the ICC that he craves."

Duterte, a maverick leader famous for his embrace of China and disdain for the United States, traditionally a close ally of the Philippines, remains popular even though his opponents accuse him of being authoritarian and intolerant of dissent.

Activist and human rights lawyer Neri Colmenares also viewed Duterte's announcement sceptically, saying "he will still dictate (to) his political machinery".

"Unfortunately for him, he will not be spared from accountability. Retirement from politics will not save him from a prison sentence," said Colmenares, who is also providing legal assistance to drug war victims.



Authorities have killed more than 6,100 suspected drug dealers and users since Duterte took office in June 2016. Rights groups say the police summarily executed suspects, which the police deny, saying they acted in self-defence during sting operations.

'ANYTHING CAN HAPPEN'

More than 60 million Filipinos will vote in May for a new president, vice president and more than 18,000 lawmakers and local government officials.

Political observers had long suspected Duterte could spring a surprise, such as a presidential bid by his daughter next year. Duterte-Carpio's re-election filing, shortly after her father announced his retirement, did little to douse speculation she has her eye on the presidency.

Mar Masanguid, who backed Duterte's 2016 run and has now founded a group to back Duterte-Carpio, said the signs still pointed to a run, which would mirror her father's last minute bid in 2016.

"In politics, anything can happen," he said.

Duterte-Carpio has topped opinion surveys on prospective candidates, but said last month she was not a candidate for higher office next year because she and her father had agreed only one of them would run for a national role in 2022.

The older Duterte's decision not to join the race next year would clear her way.

"This allows Sara Duterte to run," said Antonio La Vina, professor of law and politics at the Ateneo de Manila University. "She sees through the father's scheme or it is a drama to confuse everyone."

But La Vina said he could not rule out the possibility the firebrand leader might have a change of heart and be Go's substitute.

Candidates have until Friday to register, but withdrawals and substitutions are allowed until Nov. 15.




Judge grants probation in US Capitol case, questions prosecutors’

‘credibility’ compared to lenient treatment of BLM rioters

An Oklahoma woman who participated in the US Capitol riot has been granted probation – against the recommendation of prosecutors – and the judge in her case implied the government has been inordinately harsh on such defendants.

Danielle Doyle, 37, was given two months of probation on Friday in the US District Court in Washington, rather than being sentenced to home confinement as prosecutors sought. She pleaded guilty in July to illegally demonstrating inside the Capitol, which she entered through a broken window. She spent a total of 24 minutes in the building and wasn’t accused of committing any acts of violence or property damage.

Judge Trevor McFadden questioned the prosecution's “credibility,” wondering why the Department of Justice hasn’t indicted more of those who rioted in Washington during Black Lives Matter-inspired protests last year, citing figures on cases that haven’t been prosecuted. In contrast, more than 600 people have been charged in connection with the Capitol riot, including some who have been held without bail while awaiting trial.

“I think the US Attorney would have more credibility if it was even-handed in its concern about riots and mobs in this city,” the Associated Press quoted McFadden as saying. The BLM riots caused up to $2 billion in insured property damage nationwide and resulted in over two dozen deaths.

Doyle told the judge she regretted that a peaceful election-fraud protest escalated into a riot when people breached the Capitol. “So many people came here to represent things that were important to us, but in the blink of an eye, all of those things were overshadowed,” she said, per the AP. “For that, I’m sorry, because it overshadowed the things that were good.”

McFadden, who was appointed to the bench by former President Donald Trump, said Doyle’s behavior was inexcusable and that she was “acting like all those looters and rioters who attacked our city last year. That’s because looters and rioters decided the law didn’t apply to them.” He added that the January 6 riot made Americans feel “less safe,” just as the violent BLM protests did.

Doyle worked in ticket sales for the Oklahoma City Thunder NBA team until December 2020. Two former co-workers reported her to the FBI after recognizing her in video footage of the riot circulating online and in media. She also was ordered to pay a $3,000 fine and $500 in restitution. The misdemeanor charge, to which Doyle agreed to plead guilty in a deal with prosecutors, carries a maximum sentence of six months in jail.




Russia bans Scientology: Justice ministry puts key 

Scientologist groups on list of ‘undesirable’ organizations

Russia’s Justice Ministry has blacklisted two Church of Scientology entities, banning them from operating in the country. Moscow has taken numerous measures against the group, arguing that it's a business masquerading as religion.

An updated list of “undesirable” organizations was released by the country's Justice Ministry on Friday, just over a week after the Russian Prosecutor General’s office advised a ban for several Church of Scientology affiliates. 

Two California-based holdings, the World Institute of Scientology Enterprises International (WISE) and the Church of Spiritual Technology (CST), also known as the “L. Ron Hubbard Library,” were officially blacklisted.

Both were deemed a threat to Russia’s national security, according to a previous statement from the prosecutor’s office. The inclusion of Scientology on Russia’s list of “undesirable” organizations, which currently number at 49, means the outfit is now prohibited from conducting any activities in Russia, with its local chapters to be forcibly closed and assets frozen.

The decision follows a decades-long campaign to ban Scientology from illegally profiting on Russian territory, with the first major effort to restrict the group dating back to 1996, back in the Boris Yeltsin-era and some twelve years after the organization gained a foothold in what was then the Soviet Union. However, it was not until the 2010s when authorities really cracked down on Scientology groups, investigating major branches in Moscow and St. Petersburg, as well as their leaders, on charges of illegal business activities and extremism.

Some of the group’s literature has been outlawed as extremist material, while its Moscow chapter was ordered closed by the Supreme Court in 2016.

The Church of Scientology, which was founded by American science fiction novelist L. Ron Hubbard in the 1950s, describes itself as a new religious movement, while its critics believe the group to be either a dangerous cult, a business trying to dodge taxes using religious exemptions, or some combination of both.

While the group has rarely achieved full-blown recognition from state authorities around the world, it has managed to obtain a tax exemption status in a number of countries. At the same time, Russia is far from being the only nation actively obstructing the group’s activities and influence.

A drawn-out case in Belgian against the ‘church’ involved charges of bribery, extortion, fraud, and the unlicensed practice of medicine, but its leaders were acquitted of all charges. Meanwhile in France, Scientology has been classified as a dangerous cult and seven of its members were convicted on various charges, including contribution to suicide. 

Ironically, it was the Strasbourg, France-based European Court of Human Rights (ECHR) that came to the defense of Scientology in its case in Russia, accusing authorities of religious discrimination. In fact, the group appears so confident about the ECHR’s support that an American representative once said of the situation in France, “if it has to go to the court of human rights we’re confident we will win there.”

The US has consistently criticised any country attempting to take the group and its leaders to court as discriminating on religious grounds, despite a long history of lawsuits and other legal issues with the group within the United States. In the 1970s, the ‘church’ carried out what it dubbed ‘Operation Snow White,’ which reportedly saw up to 5,000 Scientologists infiltrate scores of US government agencies – namely the IRS – where they stole documents, wiretapped phones of government agents and carried out other surveillance.

Several high-ranking Scientologists, among them Hubbard’s then-wife Mary Sue, pleaded guilty to charges linked to the massive infiltration op, including obstruction of justice, burglary of government offices, and theft of documents and government property.




Russian couple detained after trying to dispose of mummified

bodies of husband’s parents they kept in apartment for months

A Russian couple has been detained after they tried to dispose of the mummified remains of the husband’s parents. The bodies had apparently been kept in their apartment for months, with the foul smell blamed on a “pet goose.”


The blood-chilling story unfolded in the city of Odintsovo, located just outside Moscow. On Thursday, local police were alerted after two mummified bodies were found in a multistory building, packed into wooden longboxes.

CCTV footage circulating online showed a man and woman loading one of the boxes into a van before fleeing the scene. The box contained the body of an elderly woman, while another one, containing the remains of an elderly man, was found leaning against the wall on the staircase of the building.

The horrifying discovery prompted the launch of a murder case. The two suspects, who turned out to be a married couple, were detained on Saturday, Russia’s Investigative Committee confirmed. The dead bodies that were stuffed into the boxes turned out to be the husband’s parents.

“So far, experts have not established the cause of death of the elderly couple,” the Investigative Committee said.

The suspects have been identified by Russian media as Anatoliy and Tatiana Tkachenko, who had lived in the building for some six years. They rented their apartment from its owner, who permanently resided in another city.

At some point, Anatoliy’s parents moved in with the couple, and ultimately met their end at the apartment. The corpses had reportedly been kept in the apartment at least since March, when the couple’s neighbors noticed a foul smell coming from inside.

They notified the police over the smell, but law enforcement reportedly found nothing suspicious. Anatoliy is understood to have blamed the smell on a “decorative goose” he kept in the apartment.

He was also reportedly confronted by neighbors when he brought a haul of lumber into the flat, which was apparently used to construct the longboxes. The suspicious activity was blamed on the elusive goose again, with Anatoliy claiming his pet needed a pen. It remains unclear whether the suspect actually owned such a bird or merely sent his neighbors on a wild-goose chase.

The botched attempt to dispose of the bodies reportedly came after the apartment’s owner decided to check up on his property after the couple failed to pay rent for several months in a row. He ran into his tenants just as they were loading the grim cargo into the van, sending them on a two-day flight from the police.

‘American heroes’: Biden hails latest officers to die by suicide

US President Joe Biden has praised two Capitol Police officers who died by suicide last month as “American heroes” for their service during the January 6 riot, which he described as an attack on “our very democracy.”

The president’s tweet on Tuesday echoed the words of House Speaker Nancy Pelosi, who had praised the deceased Officer Gunther Hashida on Monday, following his death on July 29, as one who had “risked his life to save our Capitol, the Congressional community and our very Democracy.”

Hashida was found dead at his home on Thursday. Officer Kyle DeFreytag, reported to have also died by suicide, was found on July 10.

The latest officer deaths raise the number of Capitol Police suicides in the wake of the riot to four. A fifth officer, Brian Sicknick, also died soon after the demonstration, though his death by stroke was ultimately confirmed to be from natural causes after much rumormongering by the media.

While the events of January 6 have been described by the Biden administration, the Democratic Party, and sympathetic media as an “armed insurrection,” Republicans have downplayed the day's events and suggested the administration and Democrats are using it to push their political agenda and cast Trump supporters are domestic terrorists.

The only person who died as a result of the riot itself was Air Force vet Ashli Babbitt, a Trump supporter, who was shot by a Capitol Police officer. 

In fact, no one was shot, no one was arrested for having weapons. Please correct me if I'm wrong but did any rioter carry a weapon more deadly than a cell-phone? The riot itself seemed to me more like a party of fools intent on little more than graffiti than an insurrection against the government.

Three others who died at the Capitol, all among the protesters, died of heart attack, stroke, and drug overdose. However, dozens of Capitol Police were reportedly injured on that day.

The apparent intention of Biden’s words regarding the dead officers was not lost on his social media supporters, who were quick to blame former President Trump for the officers’ suicides, despite the fact that nothing has surfaced indicating the reasons they took their own lives.

Hundreds of participants in the January 6 protest, which aimed to block the certification of Biden’s Electoral College win, are facing criminal charges.

Accused of everything up to and including domestic terrorism, those who’ve made it through the system have received hefty sentences – one man, who took selfies in the Senate chamber, received eight months in prison plus two years’ probation.

The FBI has dubbed them ‘homegrown violent extremists’ and used them as the basis for claiming extremism is running rampant throughout the country, even calling on Americans to turn in their family members and friends.

The extremism is in the hyperbole used by the FBI. This appears to me like Deep State trying to land a death knell against those who are not willing to follow the Deep State agenda - Trump supporters

I wouldn't be surprised if the FBI was involved in inflaming the rioters. Fear is the most effective means of manipulating people into doing things they would otherwise not do. What is the FBI trying to incite in America?

I would be surprised if Trump lives long enough to be a threat in 2024. It is disappointing that he did not foresee the event being used as it has been. It is difficult to see what benefit he expected from encouraging the riot.

Republican senator claims FBI knew more about Capitol riot

than they admitted, as 2 more police officers die by suicide

Senator Ron Johnson (R-Wisconsin) has suggested the FBI knew more about the alleged planning of the January 6 Capitol riot than they have let on. His comments were made in a private conversation captured by the media.

Johnson recently made his claims while outside of a Wisconsin hotel after a political event, according to video obtained by the Washington Post. 

“I don’t say this publicly, but are you watching what’s happening in Michigan?” the senator asked attendees. “So you think the FBI had fully infiltrated the militias in Michigan, but they don’t know squat about what was happening on January 6th or what was happening with these groups? I’d say there is way more to the story.”

The “militias in Michigan” seemingly refers to the arrest of several men last summer for allegedly plotting to kidnap Governor Gretchen Whitmer over her policies and leadership during the Covid-19 pandemic. The men have since defended themselves, saying federal authorities entrapped and baited them.

Johnson has defended the Capitol rioters in the past and downplayed the events of January 6, saying he did not feel threatened that day and claiming most rioters were “peaceful protesters.”

“I’m just pushing back on that narrative,” he said, adding that the media, Democrats, and Republicans like Liz Cheney and Adam Kinzinger – who both sit on the House committee investigating the riot – are “painting 75 million Americans who voted for Trump as attached with domestic terrorists.”

The senator did condemn those who turned to violence on January 6, saying he is “not happy with those guys that stood on the Capitol and created the acts of violence... I’ve said that repeatedly and strongly.”

There has been no official proof that the FBI knew details about the Capitol riot before it took place, but it is a theory that has been floated by more and more conservative pundits, including Fox News’ Tucker Carlson, who questioned the FBI’s potential involvement in a segment on his show last month. 

A report issued the day before the riot from an FBI Norfolk field office warned of threats of violence for the following day, something critics say went unused by Capitol police and other government agencies. 

Because, after all, it is only the  US Capitol!

Two Senate committees also released a report last month, blasting the “critical breakdowns involving several federal agencies,” including the FBI, in regards to the Capitol riot and taking previous threats seriously. 

A Johnson spokesperson defended his comments about the FBI to the Post, saying the senator is only asking questions about important topics, and even criticized the FBI for not having an “integrated security plan” for the day of the riot. 

The senator’s comments follow the tragic death of two more DC police officers at the Capitol in January. Both men reportedly died by suicide, bringing the total of police officer suicides stemming from January 6 to four. 

And no investigation into this rash of suicides!!!

The announcement this week of the deaths of Gunther Hashida and Kyle DeFreytag has led to a wave of memorializations and praise for the officers on social media, including from President Joe Biden.

Corruption is Everywhere - Parler Warned FBI of Capitol Riots; 4th German MP Falls; Another Russian Governor;

The conservative-friendly social media network Parler said it directed the FBI to dozens of posts encouraging violence in the weeks before the January 6 Capitol riot, also arguing other sites permitted “far more” violent content.

The company forwarded posts to the FBI on more than 50 occasions prior to the unrest in Washington, DC, it said in a letter addressed to the House Oversight and Reform Committee on Thursday, rejecting allegations that the site acted as a “far-right instigator” ahead of the riot.

“The company has acted to remove incitement and threats of violence from its platform and did so numerous times in the days before the unlawful rioting at the Capitol,” Parler said, adding that it took “the extraordinary initiative to develop formal lines of communication with the Federal Bureau of Investigation.”

In fact, in the days and weeks leading up to January 6, Parler referred violent content from its platform to the FBI for investigation over 50 times, and Parler even alerted law enforcement to specific threats of violence being planned at the Capitol.

Parler cited a November 2020 email exchange between the platform and an FBI agent, who said a colleague “spoke highly” of the company and its “working relationship with the FBI.” The company said that after establishing a line of communication with the bureau, it “regularly” forwarded screenshots of “unlawful posts that called for violence,” or that merely “merited additional investigation to protect public safety,” including specific threats against US officials such as former Attorney General Bill Barr.

“Even after the violent attacks stopped, Parler continued to dutifully and proactively report posts to the FBI where users threatened additional violence,” the company continued.

Parler also claimed it had been targeted by “absurd conspiracy theories” put forward by “Big Tech and its media allies,” arguing they were part of a “widespread disinformation campaign designed to scapegoat Parler for the riots at the US Capitol.”

Soon after the unrest, Parler was swiftly booted from both Apple and Google’s app platforms, while Amazon kicked the site off of its cloud servers and effectively took it offline, a decision the company condemned as “unlawful and anticompetitive.” All three tech firms accused Parler of allowing violent content to proliferate on its platform, but the company insisted that it did more to remove such posts than other, larger social media sites. 

“It is now well-documented and understood by honest observers that incitement occurred far more frequently on Big Tech platforms like Facebook and Twitter than Parler,” it argued, pointing to a Forbes analysis last month which found that “Facebook was far and away the most utilized social media platform by rioters on January 6.”

Thursday’s letter was penned as a response to a House Oversight inquiry sent to the company in early February, which relayed a litany of charges against the site and urged it to disclose details about its ownership and financing, suggesting it might have murky “ties to the Russian government.”

Parler rejected those allegations unequivocally, denying any collusion with “the Russians” or that it attempted to “promote Russian disinformation,” as the Democrat-led committee insinuated. 

“We have investigated these claims and explained to Committee staff that there is no evident or relevant Russian connection to the company, and we repeatedly requested that the Committee staff provide us with additional details that could facilitate a more targeted review to avoid a costly and unduly burdensome fishing expedition into the company’s files,” the letter went on.

Parler’s lengthy rebuttal comes amid ongoing legal battles not only with Amazon, which it sued over its decision to deplatform the site, but also with its own ex-CEO, John Matze. The former executive filed a suit against Parler earlier this week, arguing he was unlawfully forced out of the company and that rivals within the firm had stolen his 40% ownership stake, which he claimed was worth millions.

Twice in the long history of my news watching, have I been astonished at the complete lack of security that allowed a grievous event to occur. The decision to not have any extra security for the house when there were months of social media discussions about it, is incomprehensible.

The previous event was the shooting of Lee Harvey Oswald. Even as a dumb teenager I was horrified when I saw Oswald emerge into the garage at the head of all his security. It seemed obvious to me, even then, that it was a staged event. It is just as obvious that the FBI, and who knows who else, wanted the attack on the Capitol Building to occur for some nefarious reason.




As mask bribery scandal spreads in Merkel’s conservative bloc,
another German politician resigns

A Bavarian lawmaker has quit his party offices amid a probe into allegations he took bribes to arrange procurement contracts for face masks. He is the fourth politician connected to Chancellor Angela Merkel to resign this month.

Alfred Sauter is a three-decade veteran of the Christian Social Union (CSU), a sister party of Merkel’s Christian Democratic Union (CDU) based in the southern German state of Bavaria. He served two stints as the state’s minister for justice in the 1990s, and until Sunday afternoon sat on the CSU’s board, chaired its financial committee and held the district chairmanship of the CSU in his hometown of Guenzburg.

Sauter relinquished all of these offices on Sunday and paused his membership of the party’s parliamentary group, days before the CSU was due to hold a vote on expelling him.

His resignation came as prosecutors in Munich investigated reports that he took bribes from a supplier of protective equipment to land them a lucrative contract with the state as the coronavirus pandemic hit Bavaria last year. Sauter rejected the allegations of bribery, and claimed that any money he was given personally in relation to the deal was donated to charity.

In a letter to party bosses seen by the Augsburger Allgemeine on Sunday, Sauter said that he was stepping down to deflect bad publicity away from his party, but insisted that he was innocent.

“I am doing this even though I am convinced that I have in no way violated my parliamentary duties or the law,” he said. He went on to blast the CSU for even considering a vote on expelling him, writing that “to exclude a member of parliament on suspicion – in my case after a 31-year membership – before clarifying the facts… is incompatible with the constitutional rights of the MP.”

A corruption scandal involving a regional political figure wouldn’t usually make international headlines, but Sauter is at least the third elected official this month to resign in the face of similar accusations, all of them members of the CSU and CDU.

The multiple scandals came immediately before voters went to the polls in the states of Baden-Wuerttemberg and Rhineland-Palatinate. The CDU suffered heavy losses in both states, a dark omen given their previous support for the party, especially in the run-up to a general election in September.




Russian regional governor facing time behind bars on corruption charges after allegedly accepting $415k bribe from pharma company

Russia's Penza Region governor has been remanded in custody after being accused of taking a bribe from Biotek, a Russian pharmaceutical company. The alleged bribe was reportedly paid in part with a Mercedes V250D car and a watch.


Governor Ivan Belozertsev
is the latest in a long line of regional chiefs to be arrested in the last few years. Belozertsev was a member of the United Russia party, which supports President Vladimir Putin. The former governor’s party membership was revoked after his arrest.

According to investigators, Belozertsev received a bribe of 31 million rubles ($415,000) from Boris Spiegel, the head of pharmaceutical company Biotek, in return for "competitive advantages" for their work in the region. Spiegel's wife Evgenia was also implicated, as well as Anton Koloskov, the head of a local chain of pharmacies.

It is also alleged that the bribes were partially received in the form of a Mercedes V250D car and a Breguet watch.

From January to October 2020, medical institutions in Penza signed almost 300 contracts with the company, totaling an amount of over 700 million rubles ($9,000,000).

According to Moscow daily Kommersant, around 500 million rubles ($6,600,000) were found in cash during the search of the governor's home. The newspaper also reported that the investigation decided to look into all of Belozertsev's financial and economic activities since he was elected in 2015 and discovered irregularities in the amount of around 2.9 billion rubles ($38,000,000).

News agency Interfax, citing a source, also claimed that Belozertsev's conversations have been wiretapped.

According to Kremlin spokesman Dmitry Peskov, Putin may dismiss the Penza Governor due to loss of trust, but, so far, no decision has been made.

"[Putin] is aware of what happened," Peskov explained. "As for the substance of the case and the charges brought, that's a matter for the law-enforcement agencies at the moment."

According to Russia's criminal code, bribe-taking can be punished with a sentence of up to fifteen years in prison.

Belozertsev was appointed as acting governor of the Penza Region in May 2015. Later that year, he won the regional election with 86% of the vote. In September 2020, he was re-elected with 78.72% of the vote.
