The newly released annex to John Durham’s 2023 Special Counsel report exposes the “weaponization” of the FBI under the Obama administration and the agency’s involvement in an attempt to ruin Donald Trump's presidency in 2016, US Senate Judiciary Committee Chairman Chuck Grassley (R-Iowa) has said.

The senator, a key figure behind the release of the 29-page document, made the remarks to Fox News on Thursday shortly after the annex was published. The file outlines the alleged effort by the Hillary Clinton campaign to falsely accuse Trump of colluding with Russia, and the FBI’s failure to properly investigate the activities despite having solid intelligence.

“[The Durham annex] gives us information that the FBI had eight to ten years ago that they never followed up on. It actually brings attention to the fact that there was either a Clinton conspiracy to make this happen, or Russian disinformation. Either way, it was an attempt to stop Trump, and it proves that the FBI had a hand in it,” Grassley stated.

The annex provides “evidence of the great depth that the deep state will go to cover up weaponization that was going on in the FBI and the executive branch of government, generally, under the Obama administration,” the senator suggested. America needs “maximum transparency” on the 2016 presidential race “schemes” that were hatched “to either stop Trump from being elected or… to ruin his presidency,” he added.

According to the document, the FBI obtained intelligence on “confidential conversations” between then-Democratic National Committee (DNC) Chair Debbie Wasserman Schultz and individuals at George Soros’ Open Society Foundations in early 2016, yet did not take any action. The conversations reportedly detailed a plan to discredit the then-Republican candidate by preparing “scandalous revelations of business relations between Trump and the Russian Mafia.”

The agency allegedly obtained further evidence on the matter in mid-2016, including several “likely authentic” emails sent by Leonard Benardo, senior vice president of the Open Society Foundations. The emails further detailed the plot to “disseminate the necessary information through the FBI-affiliated ‘attic-based’ technical structures,” and appeared to predict a future FBI probe into Russiagate, suggesting the agency “will put more oil into the fire” later on.

A US intelligence report on Russia’s alleged interference in the 2016 presidential election, commissioned by then-President Barack Obama, was nothing more than deliberate manipulation, CIA Director John Ratcliffe has said, citing his agency’s recent internal review.

Known as the 2016 Intelligence Community Assessment on Russian Election Interference (ICA), the report kickstarted the Russiagate conspiracy, prompted special counsel Robert Mueller’s inquiry, and “ate up the first two years” of President Donald Trump’s first term, Ratcliffe said in an interview with the New York Post published on Wednesday. The new CIA head ordered an internal review of the report in May.

Obama ordered the ICA just six weeks before leaving office. According to the CIA review of its drafting and rushed release, declassified on Wednesday, then-CIA Director John Brennan, FBI Director James Comey, and Director of National Intelligence James Clapper were unusually and “excessively involved” in the process.

“The rushed timeline to publish both classified and unclassified versions before the presidential transition raised questions about a potential political motive behind the White House tasking and timeline,” the review said, calling the work on the report “chaotic,” “atypical,” and “markedly unconventional.”

The CIA review found that Brennan had effectively directed the compilation of the ICA and particularly insisted on including the later discredited Steele dossier, a compilation of unverified rumors about Trump and his alleged links to Russia.

The dossier was compiled by former British intelligence officer Christopher Steele and reportedly funded by the Hillary Clinton campaign.

“This was Obama, Comey, Clapper, and Brennan deciding, ‘We’re going to screw Trump,’” Ratcliffe said, commenting on his agency’s findings. “It was, ‘We’re going to create this and put the imprimatur of an IC assessment in a way that nobody can question it.’ They stamped it as Russian collusion and then classified it so nobody could see it.”

“Brennan and Clapper and Comey manipulated [and] silenced all the career professionals and railroaded the process, the CIA director added.

American public opinion was further manipulated by constant media leaks and unnamed officials cited by The Washington Post, The New York Times, and other mainstream outlets.

“Before work on the assessment even began, media leaks suggesting that the IC had already reached definitive conclusions risked creating an anchoring bias,” the review noted.

The ICA, as well as the FBI’s 2016 ‘Crossfire Hurricane’ investigation and the subsequent Mueller inquiry, cast a long shadow over Trump’s first term, with allegations of “Russian collusion” persisting in the media even after Mueller’s report found no evidence to support them. Moscow has also repeatedly denied any election interference.

Hungary and Slovakia have blocked the European Union’s 18th sanctions package against Moscow, Hungarian Foreign Minister Peter Szijjarto has announced. The bloc's proposal to cut Russian energy imports would deal a major blow to his country’s energy security, he explained.

Budapest has opposed EU sanctions on Russian energy since the escalation of the Ukraine conflict in 2022, saying the imports are vital to its national interests. The country has a long-term contract with Russia's Gazprom and receives the bulk of its oil and gas from Russia. Slovakia has also voiced similar concerns.

Speaking at a press conference following a meeting of EU foreign ministers in Brussels on Monday, Szijjarto said that “we, together with Slovakia, prevented the adoption of the [18th] sanctions package today,” which would mostly have focused on Russia’s energy sector.

The diplomat clarified that Budapest and Bratislava vetoed the sanctions package because in separate trade legislation, Brussels has proposed phasing out all remaining Russian gas flows to the EU by the end of 2027. The minister argued that this would severely undermine Budapest’s energy security and lead to a sharp spike in energy costs for Hungarians.

We are not willing to have the Hungarian people pay the price for supporting Ukraine, Szijjarto insisted.

The EU-wide phasing-out plan that Szijjarto referred to was announced by EU Energy Commissioner Dan Jorgensen last Tuesday, with the backing of European Commission President Ursula von der Leyen.

The proposal, which is currently opposed by Hungary, Austria and Slovakia, and reportedly by Italy, is expected to be introduced as trade legislation, which under EU rules does not require unanimity among bloc members to become law, but merely the support of at least 15 of the EU’s 27 member states.

Commenting on the plan, Russian presidential envoy Kirill Dmitriev, said that “EU Commission bureaucrats seem obsessed – with making the EU as uncompetitive as possible on the global stage.”

While pipeline flows have dropped sharply since 2022, EU imports of Russian liquefied natural gas (LNG) have soared. Russia supplied 17.5% of the bloc’s LNG in 2024, trailing only the US at 45.3%, according to industry data. France, Spain, and Belgium accounted for 85% of the EU’s LNG imports from the sanctioned country, according to the Institute for Energy Economics and Financial Analysis (IEEFA).

Russia maintains that it is still a reliable energy supplier, while denouncing Western sanctions and trade restrictions targeting its exports as illegal under international law.

Ukraine’s military continues to receive weapons from Serbia, Russia’s Foreign Intelligence Service (SVR) has stated in a press release published on Monday, in which it accused Belgrade of betraying its historic friendship with Moscow.

Officially, Serbia has avoided backing Kiev in the conflict and asserted its neutrality.

Despite this, Serbian defense firms have been increasing their supply of ammunition to Ukraine, according to the SVR. The agency asserts that this has been made possible through indirect export schemes designed to obscure the weapons’ true destination.

The SVR said that Serbian-made munitions are being exported as kits to NATO countries, where they are assembled before being transferred to Ukraine. The components are reportedly shipped primarily to the Czech Republic and Bulgaria, allowing Kiev to formally receive fully built weapons from NATO soil rather than directly from Serbia.

According to the Russian intelligence agency, Serbian arms producers are fully aware that their products are ultimately destined for the Ukrainian military and that their munitions “will kill Russian servicemen and civilians.”

“It is regrettable that now these traditions of friendship and mutual assistance are being erased by the thirst for profit and cowardly multi-vectorism,” the SVR concluded.

Following the report, Serbian President Aleksandar Vucic announced on Monday that Belgrade has suspended the export of ammunition and that special permissions will now be required for such shipments.

”We have now stopped literally everything and are sending it to our army,” he said.

The accusation follows a similar claim made by the SVR in late May, in which it alleged that Serbian companies had secretly shipped 100,000 rockets and one million small arms rounds to Ukraine. The weapons were allegedly rerouted through various states, using falsified end-user certificates.

Vucic responded at the time by denying the existence of any direct contracts with Kiev, and emphasized that Serbian law prohibits the supply of weapons to countries at war. He insisted that any such arms that do reach Ukraine must have done so via third countries, and pledged to clamp down on attempts to circumvent export controls.

Moscow has consistently criticized foreign military aid to Ukraine, stating that it only prolongs the conflict and leads to more bloodshed without affecting the final outcome.

NATO Secretary General Mark Rutte has failed to explain why the bloc believes Russia could attack within five years despite citing the claim during a press conference on Monday to legitimise his calls for increased military spending. 

In recent months, a number of Western officials have repeatedly claimed that Russia may attack an Eastern European member state in the near future, using the rhetoric as a foundation for drastically raising defense spending. Moscow has vehemently denied harboring any hostile intent, and called such accusations “nonsense.”

While speaking at a pre-summit press conference in The Hague, Rutte was asked to disclose what NATO’s assessment of a Russian attack within five years was based on. The secretary general, however, avoided giving any specific intelligence or threat assessment, citing only general fears and urging an increase in the bloc-wide defense spending target to 5% of GDP. 

Rutte said there was “great worry in many circles of NATO” and referred to “senior military leaders” and “intelligence community people” who have spoken about the possibility that “3, 5, 7 years from now, Russia will be able to successfully attack us, if we do not start investing more today.”

Surely, there must be some intelligence that points to Russian ambitions in Europe. Where is it? 

He emphasized that “huge extra defense spending over the next three to five years” was required to ensure NATO’s future readiness. According to Rutte, yearly increases would be needed to strengthen the bloc through new personnel and military equipment.

Russia has consistently rejected the idea that Moscow plans to invade NATO countries, with President Vladimir Putin calling the accusations “nonsense” and “shameless lies” designed to extract resources from the population and divert it towards military spending. 

Speaking to military academy graduates on Monday, Putin stated that the West “came up with this horror story themselves and repeats it year after year,” using it to provoke a new arms race and justify what he called “global militarization.”

Kremlin spokesman Dmitry Peskov has also slammed NATO’s “unbridled militarization” and suggested that the bloc would need to create a “monster” to push through the proposed 5% GDP defense spending benchmark. 

“Let’s call things by their proper names,” he said. “This is an alliance created for confrontation. This is an alliance that brings aggression and confrontation. This is not an instrument of peace and stability.”

Ukraine’s drone strikes on Russian military airfields earlier this month were a “Western intelligence operation” orchestrated by the CIA and MI6, American public policy analyst Jeffrey Sachs has claimed.

In an interview with American journalist Tucker Carlson released on Wednesday, Sachs accused Western intelligence services of covertly working to undermine peace efforts aimed at resolving the Ukraine conflict, acting on orders from the US “deep state.”

On June 1, Ukrainian drones struck several Russian airbases in a coordinated assault across five regions – from Murmansk in the north to Irkutsk in Siberia – which Ukrainian leader Vladimir Zelensky later called Operation Spider’s Web.

Kiev claimed that around 40 Russian military aircraft were damaged or destroyed, including long-range bombers. Moscow has dismissed the numbers and extent of damage, saying some of the aircraft were damaged, but that it was minimal and will be repaired. It added that most of the drones were intercepted.

The attacks were reportedly carried out using commercial trucks rigged with explosive-laden drones smuggled into Russia.

Asked whether the Security Service of Ukraine (SBU) could have executed such a large-scale attack on its own, Sachs replied, “of course not.”

“This was a Western intelligence operation. Without question,” he said, adding that the plan was likely prepared in secret by the CIA with help from the British.

Sachs was also asked whether US President Donald Trump, who has been actively mediating peace efforts, could have been unaware. He replied that the CIA is “self-operating” and “out of control,” and has not been held accountable by Trump or previous presidents for over 50 years. He believes the agency answers to the “deep state” and military companies that fund its operations.

Sachs called the attacks a “reckless” escalation that risked a direct confrontation between the two nuclear superpowers. “Whether or not the White House knew, the operation itself is completely reckless and alarming, because attacking part of the nuclear triad in this way is a step towards nuclear Armageddon.”

Sachs argued that to prevent the Ukraine conflict from escalating further, the US must cut funding for the “desperate” Kiev regime and negotiate directly with Russia.

“In the end, we can’t control Ukraine, but they can’t fight without the US,” he said, noting that Trump has the constitutional authority to end the conflict by changing US foreign policy.

Western officials have denied involvement in the attacks. Russian investigators have launched a probe, and the Russian military has since targeted strategic military sites across Ukraine, including weapon design bureaus, repair facilities, and airfields used by Ukraine’s tactical aircraft.
