Ottawa Indefinitely Extends MAID Exclusion for Those Whose Sole Condition Is Mental Illness

The federal government will table legislation to indefinitely exclude people whose sole medical condition is a mental illness from receiving medical assistance in dying (MAID), Justice Minister Sean Fraser announced on Oct. 7.

Fraser said the decision reflected the recommendations of a special parliamentary committee on MAID, which recommended that people whose sole underlying medical condition is a mental illness remain excluded from eligibility.

“It also reflects the engagement that I’ve had, that my department has had over the course of my time in this particular position. While there is not a perfect consensus on this issue, we believe this is the correct approach at this particular time,” Fraser said.

The committee studying MAID expansion had concluded that the “evidentiary and systemic conditions necessary for safe and equitable implementation cannot presently be met.” It cited challenges in determining whether a mental illness is irremediable, a shortage of mental health services for Canadians, and concerns that the expansion could disproportionately affect women.

Fraser said the federal government will table legislation in the fall that would maintain the exclusion of people whose sole medical condition is a mental illness from MAID indefinitely.

Under the current law, the exclusion is set to expire on March 17, 2027, after being extended twice following concerns from provinces, territories, and health-care stakeholders that more time was needed to prepare the health-care system for the complex assessments and cases involved.

The justice minister also said Liberal MPs would vote later in the day against Conservative MP Tamara Jansen’s private member’s Bill C-218, which would prevent the expansion of MAID to people whose sole underlying medical condition is a mental disorder. Fraser said the government shared Jansen’s view on maintaining the exclusion but had concerns that the bill’s wording could “close off access to people who suffer from serious degenerative neurological disorders.”

Fraser said the legislation the government plans to introduce on MAID would permit advance requests for Canadians diagnosed with serious illnesses who may lose the capacity to consent in the future.

He said provinces would be able to decide whether to allow advance MAID requests. Quebec already permits advance requests under provincial legislation for people with serious and incurable illnesses, including neurodegenerative disorders such as Alzheimer’s disease.

When asked by reporters whether Canadians with a mental illness seeking MAID could take the issue to the Supreme Court, Fraser said that if such a case arose, “we would respect what decisions that they take.”

The justice minister was also asked whether the federal government would consider further restrictions on MAID, given that a bill to legalize assisted dying in England and Wales was recently defeated in the House of Commons.

“At present, I don’t anticipate that there’s going to be further restrictions,” Fraser said.

The Conservative Party has opposed the expansion of MAID and called for stronger federal monitoring and public reporting, minimum national standards for oversight, updated guidance and training, and a review of the effectiveness and enforceability of existing MAID safeguards.

The Conservatives have also highlighted cases in which disabled Canadians and veterans were allegedly offered MAID without requesting it. Several veterans have provided testimony at parliamentary committees saying they were offered the procedure unprompted. Other concerns have been raised about whether MAID has been provided in cases where patients did not meet the eligibility requirements.

Jansen told reporters she was “extremely disappointed” that Liberal MPs planned to vote against Bill C-218 and characterized it as a “political game.” She said the Conservatives were willing to work with the government on the wording of her bill.

“We’ve said, ‘Hey, if you want to change it, we’re willing to do that.’ And now all of a sudden, that’s the reason why they can’t go forward with supporting C-218,” she said.

Speaking alongside Jansen on Oct. 7 on Parliament Hill, Conservative MP Michael Cooper expressed his disapproval of the Liberals’ proposal to allow advance MAID requests for individuals with serious degenerative neurological disorders. He described Fraser’s latest announcement as “playing politics with life and death.”

“The minister has quite deliberately tried to tie in to—where there is clear consensus, where there is a clear path, which is to put an indefinite pause—an entirely new issue, which are advance requests,” Cooper said.

The federal government legalized MAID in 2016 after Parliament passed Bill C-14, amending the Criminal Code in response to a Supreme Court of Canada ruling that found the existing prohibition on assisted dying unconstitutional. Parliament expanded MAID eligibility in 2021 through Bill C-7 to include people whose natural death is not “reasonably foreseeable.”

Since MAID was legalized in Canada, 76,475 people have received euthanasia, according to the latest available Health Canada data for 2024.

Canadian Prime Minister Mark Carney has revealed that his government carefully examined the possibility of US-led military action against his country, despite President Donald Trump having ruled out using force against America’s northern neighbor.

In an interview with the New York Times published on Wednesday, Carney described such a scenario as an “extreme tail risk” – an event considered highly unlikely but serious enough to warrant contingency planning.

“That’s just risk management,” he said, adding that “it would be irresponsible not to [prepare].” Carney declined to discuss what that preparation involved.

And what did we do to prepare? Reactivate the Snowbirds? Threaten to burn down the White House again? Unbelievably, Canada's hapless media isn't asking!

Trump has repeatedly floated making Canada the 51st US state but explicitly ruled out using military force to achieve it, stating in January 2025 that he would apply “economic force” instead.

Has the American military drawn up contingency plans for a possible invasion of Canada. Does the media want to know the answer?

The US president has long accused Ottawa of unfair trade practices, particularly on dairy and automobiles, and has imposed a series of tariffs on Canadian goods since early 2025. Washington escalated the dispute in August 2026 with additional 50% duties on a range of Canadian products.

Carney’s disclosure comes just days after he traveled to the EU to deepen ties with the bloc.

Addressing the European Parliament last week, Carney argued that economic integration was increasingly being “weaponized,” with tariffs used as leverage and supply-chain dependencies exploited as vulnerabilities – remarks widely seen as an implicit reference to Washington’s economic pressure on Ottawa.

Defense was also part of Carney’s talks in Strasbourg, where he and European Commission President Ursula von der Leyen discussed expanding Canada-EU military cooperation and joint procurement to strengthen what Carney called their “strategic autonomy.”

That cooperation is already taking shape through the EU’s €150 billion ($170 billion) SAFE defense procurement program, in which Canada has become the first non-European country to participate. The initiative is part of Brussels’ wider militarization under its Readiness 2030 strategy, aimed at countering an alleged threat from Russia – something Moscow has repeatedly denied.

Ottawa is also seeking closer ties with European military structures beyond the EU. Last week, it formally applied to join the UK-led Joint Expeditionary Force (JEF), a ten-nation rapid-response military grouping that complements NATO and operates primarily across the Arctic, North Atlantic, and Baltic regions – key parts of the bloc’s northern flank, which stretches toward Russia’s borders.

This has nothing to do with terrorism or the skyrocketing rate of rapes in Europe, particularly England. This has to do with immigrants on temporary student visas, many of whom never saw the university they were supposed to attend. Student visas were used by criminal gangs, especially the Indian mafia Bishnoi gang, which was involved in drug trafficking, extortion, and targeted killings. They may have been used by the government of India for assassinations.

The expulsions also have to do with a severe housing crunch in Canada.

Data shows that Canada Border Services agents are setting new records for deportations across Canada, as a visible increase in raids and document checks are now occurring. Images of a CBSA raid at an international student protest in Calgary, Alberta, on Wednesday indicate that Canada is beginning to take a more serious and more visible approach to removals.

As of June 30, CBSA records show that over 10k deportations have already occurred in Canada, happening at a rate of 400 per week. Last year, Canada deported over 23,000 people.

Being in Canada on a temporary visa means exactly that: temporary. No one was promised permanent residency, and protesting, demanding extensions, or framing the country as stolen land does not create one. The political sympathy these students once enjoyed has evaporated.

Document checks at these gatherings are not persecution or “Trump-style thuggery” — they are simply how a country determines who still has legal status and who does not. Hunger strike or not, the rules still apply.

Many of these students were clearly misled by shady consultants and marginal colleges. That does not change the fact that they signed temporary visas knowing the terms, and that the real goal for most was never education but a pathway to stay and eventually sponsor extended family. Living here without status only leaves them vulnerable to exploitation. For both their own sake and Canada’s, the clearer path is to go home when the visa ends.

The era of open-ended tolerance for expired status is closing, and that is long overdue.​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​

Ontario Tightens Rules to Bar Illegal Immigrants From Receiving Social Assistance

The Ontario government is implementing new regulations to block people without legal immigration status from receiving social assistance benefits.

Premier Doug Ford took to social media on Aug. 13 to announce amendments have been made to the Ontario Works Act  and the Ontario Disability Support Program Act to clarify the criteria for social assistance eligibility.

“Taxpayer-funded social assistance was never meant to support people living in Ontario illegally,” Ford wrote in an Aug. 13 X post. “As of today, it doesn’t.”

The announcement follows a pledge made by Ford last month to make changes after media coverage about a tribunal decision that granted Ontario Works payments to a man who arrived in Canada decades earlier on a temporary work permit that has since expired.

Ford had commented last month about the case of the man who came to Canada in 1997 on a four-year temporary work permit and never left. The man supported himself with cash-paying jobs for years until entering the homeless shelter system in 2023.

The Ontario Social Benefits Tribunal ruled in May that the man was eligible to receive financial benefits.

Ford said he disagreed with the decision. He wrote in a July social media post that his government would help people who have fallen on hard times, but he emphasized that this did not apply to “people living in Canada illegally.”

The newly announced changes confirm that both those living in Canada illegally and individuals who are authorized to remain temporarily, such as students on a visa, will no longer be able to access social assistance or disability payments. Those with work permits will also not be eligible for benefits.

“These changes will protect taxpayer dollars and ensure these programs are there for the people who they were intended to support,” Social Services Minister Michael Parsa said in a press release, noting that the changes “take effect immediately.”

Tory MP Michelle Rempel Garner, who serves as her party’s shadow immigration minister,  also commented on the man’s case last month, calling the tribunal’s ruling “yet another government action that undermines core principles of our immigration system.”

Rempel Garner last week called on the federal government to back any provincial measures made to maintain the integrity of the immigration system.

Those seeking financial assistance through Ontario Works must be at least 16 years old, be residents of Ontario, and “participate in employment activities,” according to the provincial website. Applicants must demonstrate financial need and cannot have assets exceeding $10,000 for an individual or $15,000 for a couple.

The current guidelines state that a single person without dependents is eligible to receive a maximum of $733 per month, while a couple with two children could qualify for up to $1,553.
