France: Paris jihad murderer was under surveillance, but nothing was done to prevent his attack

Here is a fascinating timeline showing the abject failure and determined wrongheadedness of France’s security apparatus. They refuse to understand jihad, and so they consistently misunderstand jihadis.

The Timeline of a Failed Terrorist Surveillance System

Armand Rajabpour-Miyandoab was born in France in 1997 to Iranian parents, in a family described by the prosecutor as having “no religious engagement.” But French media have revealed how he was easily manipulated and radicalised as a teenager by jihadist websites and how he concealed his radicalisation while in prison. His act inevitably raises the question of how France monitors terrorists after their release after incarceration.

This is what we know so far:

2015

Armand Rajabpour-Miyandoab converts to Islam at the age of 18 and quickly becomes radicalised by jihadist ideology, watching videos and propaganda, and making connections with jihadists active in Iraq and Syria. “His need for bearings” accelerates his radicalisation, the terror organisation Islamic State gives him the “criteria to guide his lifestyle,” a psychologist later said….

2020

He is released from prison and left to live at home with his parents while undergoing psychiatric and neurological treatment. The young man is on a terror watch list, he has a so-called ‘S file,’ used by law enforcement to flag someone considered a threat to national security. He is monitored by the authorities. “The first few months are encouraging,” he seems to have “detached himself from religion,” a security source told AFP. However, surveillance is later increased because of his social media contacts, including with the future killer of teacher Samuel Paty.

2022

His personality is deemed “very unstable” and he is a cause for concern, according to French media sources.

2023

He is under compulsory psychiatric treatment for continued mental health problems until April. He is put under surveillance by the French secret services because of his Islamic fundamentalist profile. In October, his mother reports concerns about her son’s behaviour and says he has become “increasingly self-isolated” and is no longer taking his medication. However, there is not enough information to allow for a new prosecution. His X social media account shows many posts about the Israel-Hamas war. In a recorded video before Saturday’s attack, he swears allegiance to the Islamic State and expresses his support for jihadists all around the world.

openly supports Hamas and Hizballah,

authorities ‘powerless’ to stop it

They’re only powerless to stop it because they lack the will to stop it. The UK considers Hamas and Hizballah to be terrorist organizations. The problem is that they lack the will to stop LuaLua TV because they know Muslims in the UK will be enraged if they do. Britain is, as is clear to everyone now, finished.

What does 'finished' mean? It means they have surrendered to the power of Islam in politics and in law and order. Just like the cops and council in Rotherham surrendered 1500 young girls to the power of Pakistani Muslims, a pattern copied in dozens of English cities. 

The English have no compulsion to save the society that dominated the world for hundreds of years. Where is Churchill when you need him? This is so disgraceful!

Ofcom powerless to stop London-based TV station

 broadcasting open support for Hamas and Hezbollah

A UK-based TV channel has been accused of broadcasting open support for Hamas and the Hezbollah armed militia, despite being licenced by the media regulator.

LuaLua TV, which was banned from operating in the US over suspected links to the Iranian regime, carried interviews in which contributors described Hamas’ October 7 attack as a “step closer to victory” and “humiliating” for Israel.

But Ofcom, the regulatory authority for broadcasting in the UK, says it is unable to act over the content of LuaLua TV because it broadcasts only online.

Following the October 7 attacks, which killed 1,400 Israelis, including dozens of children, the channel showed an interview with Mustafa Al-Sawaf, a Palestinian writer and political researcher, in which he stated “what the Palestinian resistance has achieved today has exceeded all imaginations” and “we are close to victory”….

In another LuaLua TV interview, a contributor called Dr. Abdel Malik Sukkariyeh, a Lebanese based anti-Israel campaigner, said that “the Hamas leadership was well prepared” for one battle and that “there was dazzlement…the enemy could see with his own eyes the bodies of his dead in the streets and the capture of his soldiers, humiliated by the resistance.”

Dr Sukkariyeh added: “When this Israeli sees the bodies of his dead and prisoners, he loses confidence in his military, political, and security leadership”.

Last month, it also broadcast a speech by the secretary-general of Hezbollah, Hassan Nasrallah, whose armed militia has been responsible for numerous attacks on Israel….

Arabic: France’s New Second Language

A newly released study shows, for the first time in French history, that the second most widely spoken language in the country is dialectal Arabic, with an estimated population of between three and four million speakers. The resulting population ratio in favour of people mainly of North African origin is fraught with consequences.

France has had the distinction of having enshrined French as its official language in its constitution since 1992. Alongside French, there are some 72 regional languages and so-called ‘non-territorial’ languages. These include dialectal Arabic, which, according to Le Figaro, is ahead of the Creole languages spoken in the French overseas territories, Berber, Alsatian, Occitan, and Breton. French, regional languages, and non-territorial languages make up together what are known as the ‘languages of France.’

English is not mentioned here, curiously. 

Today, dialectal Arabic is spoken by more people than all the other regional languages combined. However, its linguistic contours are blurred and difficult to define, as it is the result of a variety of influences, depending in particular on its origins, mainly the various countries of North Africa that were formerly French possessions—Algeria, Morocco, and Tunisia. In France, there is also dialectal Arabic of Lebanese, Egyptian, or Syrian origin, but this is in a minority. Depending on their country of origin, speakers of this dialectal Arabic do not necessarily understand each other, as there are so many variants. There can be as many differences between a speaker from the Arabian Peninsula and a Moroccan speaker as there are between Portuguese and Romanian, both of which are Romance languages, explains linguist Jean Sellier….

25 Afghan Sharia judges

There is no end to the Islam-devotee madness: Through the so-called “Resettlement Program for Afghans at Risk,” Annalena Baerbock has promised at least 25 Sharia judges acceptance into Germany. Hundreds of other applicants have massive doubts about their identity.

Journalist Birgit Kelle is not the only one demanding: This government must go!

In 2022, the Foreign Office and the Federal Ministry of the Interior agreed to take 44,000 Afghans into Germany. In March 2023, the resettlement program for the allegedly endangered Afghans was suspended because there were massive “indications of possible attempts at abuse in the ongoing admission procedures from Afghanistan.”

According to information from the Pakistani embassy, among the Afghan visa applicants that Baerbock brings into the country are Islamists, illiterates, fraudsters and terrorists. Many applicants would hardly be able to cope with the German value system, and many educational backgrounds would also be questionable because qualifications from Koranic schools cannot be compared with university diplomas from Europe. At that time, the Federal Ministry of the Interior even explicitly warned the Foreign Office about the total green catastrophe Baerbock would bring people to Germany.

However, as portals such as Nius and Cicero Online reported, Annalena Baerbock personally opposed this. @cicero’s online research into the federal government’s Afghan resettlement is nothing less than a massive scandal and in times when this country has not yet been taken hostage by left-green henchmen, this was a reason for resignation. Once again in plain language: The Green Federal Foreign Minister Annalena Baerbock and her authority gave a promise of admission to so-called Islamists, sabotaged security checks and brought thousands upon thousands of Muslims into the country who were dangerous to the citizens of this country.

France interior minister says


There was a clear failure in the psychiatric care of the radicalised Islamist suffering from mental troubles who stabbed a German tourist to death in central Paris at the weekend before being arrested, France's interior minister said Monday.

The attack close to the Eiffel Tower has increased concerns in France over the risk of Islamist attacks, particularly with the French capital now barely half a year away from hosting the 2024 summer Olympic Games.

The attacker was a Frenchman in his mid-20s born to a non-religious Iranian family but who had already done prison time for planning an attack and was known to the authorities as an Islamist radical with mental troubles.

2nd generation Muslim migrants are known in the UK to be more religiously zealous than their parents.

"There was clearly a failure, not from the point of view of his monitoring by the intelligence services, but a psychiatric failure," Interior Minister Gerald Darmanin told BFM TV, adding that the attacker had an "acute mental illness".

"Doctors said on several occasions that he was doing better, was more normal and could be free," he said.

These doctors are obviously not familiar with the effects of Islam. As Dr. Wafa Sultan explains - all radicalized Muslims are mentally ill. Until Minister Darmanin grasps that concept, he will never figure out Islam and France will continue to approach the edge of the cliff.

'Exploiting weaknesses'

Armand Rajabpour-Miyandoab, a French national born in 1997, killed a 23-year-old German-Filipino man with two blows from a hammer and four stab wounds from a knife on Saturday evening close to the Eiffel Tower.

Questioned in custody, he "fully accepts and takes responsibility for his actions" and "everything suggests that he acted alone", a source close to the investigation, who asked not to be named, told AFP.

He claimed to have acted in "response to the persecution of Muslims around the world" while appearing "very cold and clinical", the source added.

The investigation is being handled by French anti-terror prosecutors who have opened a probe into a suspected "terrorist" plot.

France's top anti-terror prosecutor Jean-Francois Ricard said Sunday that the man's mother had reported concerns about him as recently as October, but that there was insufficient proof at the time to take legal action.

He had already been arrested in 2016 for planning an attack, eventually serving four years in prison, and had been under close watch following his release.

Darmanin said the attacker's mother had warned police that her son was no longer taking his medication and that intelligence services had suggested he should be hospitalised. But she did not want that and then reported he was doing better.

He said regional authorities currently did not have the power to issue an administrative order for such an individual to undergo psychiatric treatment, and "this has to change".

Rajabpour-Miyandoab had been radicalised through contacts on the Internet rather than meeting people at a mosque, Darmanin said, adding that the attacker had also been in touch with perpetrators of similar past attacks.

These contacts included a radicalised Islamist from Russia's northern Caucasus region and future killer of teacher Samuel Paty, beheaded outside his school near Paris in 2020.

"Terrorism is changing and exploiting the weaknesses of our system," Darmanin said.

Four people -- the attacker and three other people from his family and close circle -- were still in custody on Monday morning, a source close to anti-terrorism prosecutors told AFP.

'No plan B'

The attack late Saturday came as France is at its highest alert level against the background of the war between Israel and the Palestinian militant group Hamas, and following the killing of a teacher in a school by a radicalised Islamist in October.

Shouting "Allahu Akbar" ("God is greatest"), Rajabpour-Miyandoab fled over the Bir Hakeim bridge across the river Seine after a taxi driver intervened.

Meeting a police patrol on the other side, he claimed to be wearing an explosive belt before running again, striking two passers-by -- a 66-year-old British citizen and a 60-year-old French person -- with a hammer.

He was finally stopped with two shots from a stun gun and taken into custody.

Ricard said Rajabpour-Miyandoab had posted a video on social media where he swore allegiance to the Islamic State group and expressed his support for jihadists.

The attack has amplified security concerns over the Olympics, due to begin with an unprecedented opening ceremony on the Seine, which experts see as a potential vulnerable target for an attack.

But Sports Minister Amelie Oudea-Castera said there was no plan to scrap the idea, while indicating that the river ceremony could be adapted.

"There is no plan B, we have a plan A within which we have several alternatives," she told France Inter radio.

Ebola Deaths Could Reach 1.4 Million in 4 Months - CDC

The Ebola epidemic in West Africa could reach up to 1.4 million cases by late January 2015 under a worst-case scenario, says a report by the U.S. Centers for Disease Control that comes as experts from the World Health Organization call for drastic improvements in measures to prevent the virus from becoming endemic.

In a worst-case scenario, Liberia and Sierra Leone could have 21,000 cases of Ebola by Sept. 30 and 1.4 million cases by Jan. 20, the CDC model suggests, assuming that effective control measures aren't put into place.

"A surge now can break the back of the epidemic," Dr. Tom Frieden, director of the U.S. Centers for Disease Control and Prevention, told reporters on Tuesday.

The model also shows the severe cost of delay, which not only increases the risk of deaths and further infections but makes the job of stamping out Ebola more difficult, Frieden said.

The CDC analysis focuses on data available in August from Liberia and Sierra Leone, two of the three worst affected countries. Guinea, where the epidemic started, was not included.

The analysis is based a mathematical model that allows researchers to test how different actions affect the course of the epidemic.

The World Health Organization published another analysis of data from the first nine months of the epidemic in all three countries late Monday in the New England Journal of Medicine.

"If we don't do anything immediately then the exponential growth that has been forecast will continue, so far as we can see, and we'll have not a few thousand cases but probably tens of thousands of cases," said Christopher Dye of the World Health Organization in Geneva.

Dye said they’re beginning to see signs in the response that offer hope that the increase in cases won’t happen. For example, when Ebola entered Lagos in Nigeria, a city of 20 million people, health officials were able to stop transmission, he said.

Speed is of the essence, both CDC and WHO stressed. Had there been more interventions in Guinea between March and July, for example, control could have been achieved, the WHO researchers said.

Dye’s team also calculated the death rate to be about 70 per cent among hospitalized patients. Part of the difficulty in estimating the fatality rate is that many Ebola cases were only identified after death.

The researchers used data from informal case reports, diagnostic labs and burial records for the study.
The case fatality rate among hospitalized patients could differ from patients who are never seen by a doctor, the researchers said.

The WHO researchers said they infer that the epidemic is "exceptionally large" not because of the biological characteristics of the virus itself but rather features of the affected population  such as the highly interconnected populations in the three worst-affected  countries and insufficient control efforts so far.

Dr. Armand Sprecher, an infectious diseases specialist at Doctors Without Borders, questioned WHO’s projections.

"It's a big assumption that nothing will change in the current outbreak response," Sprecher said. He noted that Ebola outbreaks usually end when people stop touching the sick and practise safe burial, which local health officials in West Africa now emphasize in education campaigns.

Gayle Smith, special assistant to U.S. President Barack Obama and senior director of the National Security Council, also stressed that there’s been a tremendous surge in resources and response to the Ebola outbreak in the last few weeks.

Ebola outbreak: Canada to donate $2.5M for protective equipment

The surge includes a pledge from the U.S. to build more than a dozen medical treatment centres in Liberia and to deploy 3,000 troops to help. Britain and France have also pledged to build treatment centres in Sierra Leone and Guinea. The World Bank and UNICEF have sent more than $1 million worth of supplies to the region. Canada has pledged $2.5m for protective equipment.

The African Union is deploying health-care workers, and Asian countries, South Africa and Cuba have also responded, Smith said.

To stop transmission in the community, the WHO team said, the period from when symptoms appear to hospitalization needs to be reduced from the average of five days reported in the study. Surprisingly, the researchers said, the average time was not shorter among health-care workers, who are both at higher risk of infection themselves as well as transmitting it to others.
So far, about 2,800 deaths have been attributed to the Ebola virus in the current outbreak.

In Sierra Leone, officials said they found 130 confirmed cases of Ebola infection during a weekend lockdown designed to slow the spread of the outbreak.

About 70 more suspected cases are still being tested, said Deputy Minister for Political and Public Affairs Karamoh Kabba.

The Ebola shutdown campaign in Sierra Leone reached 80% of households.

8 Ebola workers murdered

Friday, the Guinean government said it was stopping Ebola education activities in the country’s southeast after eight missing health workers and journalists were murdered there this week. Their bodies were found in a septic tank in a primary school in a nearby village on Thursday, reportedly killed by villagers fearful of the disease and suspicious of official efforts to combat it. Two other workers remain missing.

Ebola workers don't have enough stress in their lives with the fear of catching Ebola, but they also have to fear people with primitive superstitions.

Authorities have arrested at least six people in connection with the attack.

Team allegedly accused of lying

A government spokesman told VOA's French to Africa service that some people do not believe Ebola exists, or that the delegation came to kill people.

The regional anti-Ebola effort has been hampered by widespread fears and misinformation about the disease.

A local reporter told VOA by telephone that villagers accused the delegation of spreading lies about Ebola.

The delegation was trying to educate locals about Ebola, said Guinea’s prime minister, Mohamed Said Fofanah. Villagers in Wome, as in other places, are still “intoxicated by information making them believed this sickness does not exist or was created to eliminate them.”
